It looks like Idaho State University will be lowering their flags to half-mast after all. Some people were upset that the University hadn't done it sooner, in honoring fallen Pocatello soldier Blake Stephens, but they were just following what they thought was protocol. The Governor provided special permission to lower the flags until the day after the funeral.
