Punishing the victim?

What do y'all think of this story? Channel 3 covered an occurence where a boy was bullied, defended himself (barely) and was supended for fighting... Apparently District 91 has a no-tolerance policy on fighting. And it even punishes self-defense. The district doesn't deny it for a second, saying fighting in any context is not tolerated and grounds for suspension.

OK, fair enough. If school is an environment where my kid can't even defend himself physically from a bully without fear of punishment, perhaps it's time to consider my options.
