If the legislature in Idaho wants to enact daycare changes, then perhaps they should require security-enabled webcams, so parents can log in and see the little kidlets anytime. Webcams are friggin cheap and easy to install, and it would keep the daycare centers on their toes. Any parent allowing other adults to care for their kids for hours a day should INSIST on a webcam.
