IF Proposing Driving Ordinance

So we have "inattentive driving" and now in Idaho Falls we may have "distracted driving". The city is proposing the ordinance. I'm wondering if there needs to be a "1J" clause. Perhaps using a cell phone within 150 feet of a 1J driver could bring an "endangerment" enhancement to the penalty. I'm just sayin...
