Craig "Highly Likely" to resign

I used to think that quitting was a black or white issue. Take, for instance, telling your boss at work that you are "highly likely" to quit at the end of the month. The boss, of course would tell you to make a decision or take a hike. Senator Craig is now "highly likely" to resign. I have NO clue what that means. Congressman Simpson even said it's time to have it resolved soon. I'm not sure being in Limbo is good for anybody right now.
