Dog Fighting in Idaho

Is dog fighting a problem in Idaho? We've gotten criticized by some in the national media because we're one of only two states where the "sport" is not considered a felony. My first question is, do we need the law here? I'm not big on passing unnecessary criminal statute just to make a statement. I honestly - in my now ten years of doing news -- cannot remember a single case of dog fighting in Idaho being talked about.
